Evaluation and methodology publications

Methodological guides provide further information on the way Sagittea consultants carry out evaluation reports and training sessions.

Know-how is prone to rapid obsolescence and therefore it is the responsibility of every expert to keep as close as possible to the knowledge frontier: this entails a significant amount of autonomous learning and a concerted effort to train client resources to the highest level. Sagittea experts are not possessive of their know-how, rather they are willing to share it as they believe that the transfer of know-how is the best way to achieve results and to avoid the deterioration of human capital in development processes.

An International Comparison of the Financial
and Economic Rate of Return of
Development Projects
This working paper analyses data on the rates of return of investment projects sponsored by three international institutions: the European Union, the European Bank for Reconstruction and Development, the World Bank. The focus of the paper is on the variability of ex-ante economic rate of returns (ERR), of
financial rates of return (FRR, available for EU and EBRD) and ex-post or re-estimated economic rates of return (RERR, available for WB only).

Cost-Benefit Analysis of Infrastructure Projects in an Enlarged European Union: an Incentive-Oriented Approach   The paper analyses some results of cost-benefit analysis in a sample of ISPA (Structural Instrument for pre-accession countries) projects. The focus is particularly on the variability of financial and economic rates of return and how to integrate this information in the EU co-financing mechanism. The study finds that the variance of co-financing rate across countries is poorly explained by different composition of sectors of investment. This suggests the need to reinforce a more consistent approach to evaluation and co-financing.
