Guide to cost benefit analysis of investment
projects

CSIL experts updated two previous editions of
the same guide taking into account the development of the
political, legal and technical contexts of major investment
projects of DG Regio. The guide provides support for the
selection of the projects to be funded by Structural Funds,
Cohesion Funds and ISPA.
The main topics of Cost-benefit analysis are the following:
identification of project, objectives definition, feasibility
study, financial analysis, economic analysis, risk analysis, the
calculation of rates of return and the decision of cofinancing. |

A new edition of the Operational Guide is used
by Ministry’s officials for the evaluation of development
projects in third countries, especially for projects to be
funded with public aid.
The main contents of the Guide are: the Logical framework and
lifecycle project approach, main techniques and tools for
evaluation (swot analysis, focus group, delphi analysis, cost
benefit analysis, cost effectiveness analysis, multicriteria
analysis..), legal framework and project management. |

Update of MEANS collection-Guide to evaluating
socio-economic development |

The project aimed at producing a revised edition
of the MEANS (Méthodes d'Evaluation des Actions de Nature
Structurelle / Methods for Evaluating Activities of a Structural
Nature) manuals taking account of recent developments in the
evaluation, policy and regulatory context of Structural Funds.
The manuals serve as a guide to evaluators, evaluation
policy-makers, and other parties concerned, on the concepts,
principles, issues and practices involved in order to plan and
carry out evaluations.

The Evaluation Units Network: a note on a recent
institutional innovation in Italy |

This note illustrates a recent innovation in the
institutional framework for evaluation in Italy. It draws from
the author’s contribution to the feasibility study of the
project. It describes the legal and institutional framework
leading to the creation of the Italian evaluation units network
and includes final remarks on the future of this original
experiment. |

An International
Comparison of the Financial
and Economic Rate of Return of
Development Projects

This
working paper analyses data on the rates of return of investment
projects sponsored by three international institutions: the
European Union, the European Bank for Reconstruction and
Development, the World Bank. The focus of the paper is on the
variability of ex-ante economic rate of returns (ERR), of
financial rates of return (FRR, available for EU and EBRD) and
ex-post or re-estimated economic rates of return (RERR,
available for WB only). |

Cost-Benefit
Analysis of Infrastructure Projects in an Enlarged European
Union: an Incentive-Oriented Approach |
|
The
paper analyses some results of cost-benefit analysis in a sample
of ISPA (Structural Instrument for pre-accession countries)
projects. The focus is particularly on the variability of
financial and economic rates of return and how to integrate this
information in the EU co-financing mechanism. The study finds
that the variance of co-financing rate across countries is
poorly explained by different composition of sectors of
investment. This suggests the need to reinforce a more
consistent approach to evaluation and co-financing. |
